Abandoned Plan Program Online Filing System

The Employee Benefits Security Administration’s Abandoned Plan Program assists in terminating and winding up individual account pension plans that have been abandoned by their sponsoring employers.

Qualified Termination Administrators can now submit certain documents to the Department using the Abandoned Plan Program Online Filing System.

The first required submission is the Notice of Plan Abandonment and Intent to Serve as Qualified Termination Administrator (Notice of Intent). To create a Notice of Intent, select the “New Notice of Intent” link at the top of your Home screen. You will need to specify which type of plan you are winding up: an Abandoned Plan or a Chapter 7 ERISA Plan.
No later than 2 months after the end of the month in which the QTA satisfies the requirements of 29 CFR § 2578.1(d)(2)(i) through (d)(2)(vii), the QTA must provide the Department with a Final Notice and the Special Terminal Report for Abandoned Plans (STRAP). To electronically file a Final Notice and STRAP, locate the relevant plan on the Home screen, and in the “Actions” menu select “Add New Final Notice/Strap.”
This supplement is to be completed by bankruptcy trustees. If the bankruptcy estate is still open after the eligible designee winds up the individual account plan and you discover evidence of a fiduciary breach by a prior plan fiduciary, such as the debtor, you must notify the Department.

Submitting a filing

After you sign in, you can create and submit the required filings on the Home screen.

As you proceed through the filing, select “Save and Continue” to move to the next step. If you want to complete the filing at a later time, select “Save and Return Home.”

Using your Home screen

The Home screen lists all plans that you are currently winding up at the top of the screen. You can sort by date last modified, plan name, or by EIN of the plan sponsor.

  • Filings you have worked on but not yet submitted will display an “In Development” status.
  • Plans that have been closed out due to the issuance of a Receipt of Final Notice, Receipt of Withdrawal Request, or an Objection to Termination will also remain.

You can also update your email address and/or password under “User Profile.”
